Although residents felt that a more detailed draft of the 2007/08 budget could have been prepared by the Petaling Jaya City Council (MBPJ) for reference, the dialogue to discuss MBPJ's preparation for the budget was seen as a positive move.
The dialogue, held at Menara MPPJ on Saturday, included the residents
as well as business owners and non-governmental associations.
Participants were given a chance to voice their concerns and opinions
on the upcoming budget according to communal needs and priorities.
Resident Li Yoon said the breakdown of the draft budget was very general and contained only a few details.
For an example, Li Yoon said the breakdown for non-assessment revenue
was not listed out and the council also did not verify specific ways of
collecting assessment dues of RM17mil as of June 30.
Liew Wei Beng from Taman Megah said the dialogue was a step towards
transparency but it could have been further improved if participants
were provided with reference material on the proposed draft along with
the invitation.
He said, that way, residents could have studied the proposal and come up with better suggestions.
In any case, we must commend MBPJ for trying to reach out to the community, said Liew.
Meanwhile, resident Suhaimi Samiun from Kayu Ara said MBPJ could adopt
a more practical method like the one practised by the district office
where the JKK's are sent a letter requesting a list of its needs for
the proposed budget.
If practised the same way, it will give the council a guideline as to what is needed by the community, said Suhaimi.
With an estimated overall budget of RM200mil for 2006, RM166.5mil goes
for management expenditure while RM33.72mil is for development
expenditure.
