PM wants ministries to evaluate all projects PDF Print E-mail

The Prime Minister today took to task ministries that had lavish project launches but failed to follow up on the progress of the ventures.

He urged all ministries to do away with the lavish spending, saying they had become a norm.

Datuk Seri Abdullah Ahmad Badawi said too much attention was being paid to inviting VIPs to a fanciful launch, usually in a star-rated hotel. " This is superficial. What matters is the end result of each development project, whether it is successful or not, whether it benefits the people or not.

"More often than not, there is no follow-up and evaluation after the launch. As a result, certain projects either fail to take off or do not achieve the desired results at all," he said.

The Prime Minister was speaking at the launch of the District Development Dialogue 2005 here.

Present were several Cabinet Ministers, Menteris Besar and Chief Ministers, District Officers and heads of department and agency.

Stressing the importance of evaluation, Abdullah said all ministries were required to evaluate each project to ensure that it had achieved its primary objectives and benefited the people.

He said evaluation was part of the implementation cycle. However, more often than not, it had not been given due emphasis. "For example, we might have launched a school construction project but seldom we evaluate the project later to ascertain whether students had benefited from it through an improvement in their results.

"Likewise, we might know how to build government clinics. But there are instances when we do not have enough doctors to attend to the needs of patients. Even if we have enough doctors, we do not have enough equipment.

"The same thing goes to the agriculture sector. Certain farming projects launched years ago might not be producing the desired harvests or worse, the land was just left idle.

"These pathetic endings are not what I want to see. What I want are results, good results. That is why we need to evaluate all the development projects," he said.

Abdullah said it was time to evaluate all the projects implemented under the Eighth Malaysia Plan which would end this year.

He said such an evaluation would enable the respective ministries to identify existing weaknesses and formulate better and more effective strategies for the Ninth Malaysia Plan.

"I have instructed the Implementation and Co-ordination Unit to formulate guidelines to help the ministries and departments to evaluate their development projects."

Abdullah also stressed the importance of human capital development under the Ninth Malaysia Plan as the human factor was the one which eventually determined the success or failure of any project.

He said it would be difficult for a country to become developed and prosperous unless there was sufficient training and personnel development.

The Prime Minister also held a two-hour closed-door meeting with Johor Umno leaders at the Johor Umno headquarters where he discussed issues of interest to the State and the up-coming talks between Malaysia and Singapore in Kuala Lumpur.

He said he would inform the State the relevant decisions made.
